1. I just checked windows update, it says "Your device is up to date. Last checked: Today, 10:31 AM."
2. I couldn't create a new account in the settings, so I made one online. I was able to add it under "other users." However, I was not able to change my local account with that new account.
3. There is no error code. All is says is "Oops something went wrong. Whatever happened, it was probably our fault. Please try again."

Hello Xin,
This issue could be due to user profile corruption. You can try performing repair upgrade and check if the issue get's resolved or you can continue using two user accounts for now. Follow the steps from the below link to perform Repair upgrade. Repair upgrade will not delete or remove anything from your system.

I did the repair however the same problem occurred when I tried to change my account type.

In this case it is best to perform Reset of the PC. Resetting lets you choose whether to keep your files or remove them, and then reinstalls Windows. Make sure to take a back up of all your files and documents before performing Reset. Follow the steps from the link below and refer to Reset your PC:

I tried the Reset of the PC(removal of all personal files, apps, and settings), however, this message appeared "There was a problem resetting your PC. No changes were made." Does this mean that there is something wrong with the laptop?
Also I was wondering if the reset was successful, wouldn't I have to reinstall windows 10( my laptop came with windows 10 installed, but I'm not sure that it's the original windows). Thus, since the free download of Windows 10 is over, wouldn't I have to pay?

Reset is not reinstalling of Windows 10. You would not have to reinstall Windows 10 after resetting your PC. Try resetting the PC using the installing media. Follow the steps below:
Step 1:
I would suggest you to download an ISO image of Windows 10 and try to create installation media using the Media Creation tool.
http://www.microsoft.com/en-us/software-download/windows10
Once the bootable media is created, follow next step:
Step 2: Perform Start up Repair.
Follow the steps mentioned below to perform Start up Repair:
a.Insert the installation DVD or USB and boot Windows 10 from it.
b. Select "Troubleshooting" from the first Window and then select "Reset your PC".

I created the installation media, but now I'm unsure of how to boot Windows 10. This is the image of the files from the flashdrive. I tried setup, but that brings me to redownloading windows 10 which I did a while back. I can't seem to find the troubleshooting option to allow me to reset my pc.

You need to boot the system using the flash drive in which you have made the installation media of Windows 10. Once you boot using the flash drive you will receive a screen with different options. Follow the steps which I have provided in the last response.

I tried to boot windows 10 from the flash drive; I inserted the flashdrive, pressed f12, and then the screen said "checking media(fail)." The options didn't show up, and the computer logged me in (I've tried this many times). Does this mean that the problem is with the computer?
